This isn't easy. I've never had that problem. I'm a guy and I LOVE PDA's. Just start out slow. Hold hands. Give little hugs... he'll give back, but it may take some time.

It's gross and indecent to grab a guy's crotch--but
it is totally acceptable to pinch his nipples.
