Go to the animal shelter. I'm sure there are tons of strays that local shelters take in from around the city. You're gonna pay a bit more but it's worth it since they've had their shots and probably spayed/neutered.

If you can't afford to get a cat from the SPCA or animal shelter, then you don't need a cat. Period! The necessities for a cat, alone, can cost more than the cat him/her-self.
You need good vet care; have the the cat vaccinated every year for feline leukemia and rabies; if the SPCA or shelter doesn't provide the service for you, you need to have the cat spayed/nutered so you don't add to the population of unsheltered cats; plenty of room for the cat to feel fee, but secure at the same time ...
Properly taking care of a cat isn't simple or cheap. And if you're not going to take proper care of a cat, then (and I repeat) you don't need one. Period! A cat deserves more than a cheap living area.

Unfortunately, the SPCA does not give away cats for free, but often charges more than many people can afford. The best bet is word of mouth, want ads, or, the very best, a private cat rescue clinic.
Try www.animalhavenshelter.org
They are in Queens. Privae is often better when you have limited finances available for a cat, but lots of love. Often their cats are already spayed or nuetered, and can go home for less than the spca charges.

Go to your local animal shelter. They don't usually charge more than a hundred dollars adoption fee (depending on the age of the cat and how much vet car it needed). If you can't afford the adoption fee, how are you going to afford:
-A lifetime of food, water, and litter,
-A vet visit soon after you adopt the cat, and an annual checkup and vaccination at the LEAST,
-Emergency treatment, should it occur,
-And all the other expenses of caring for a cat?

The local animal shelter. Or if New York is anything like where I live now, there should be a lot of ads in the paper for people trying to give away cats or kittens.
Good luck!

Try the newspaper, there's almost always someone giving away kittens. Also you can try the SPCA, it wouldn't be free, but your paying for spaying, shots, and a vet check when you pay the adoption fee. They also microchip all of the cats that come through the SPCA now so that you can have better luck finding them should they ever get loose.

Look in the classifieds. People are always looking to get rid of cats for free. Also, the animal control services will kill some cats if they're not adopted. It's cheap and they give them their shots and neuter them for you. Save a kitty!

You can get a cat from your local shelter. Millions of cats are waiting for someone to adopt them each year and millions more are being euthanized due to lack of space in shelters.
