There are a lot of hills over looking the city...just pick one. If you go to Tijuana there along the way there is a look out point that is military, but you can sneak to out there just be careful of the military patrol with machine gus. But is you make it to the edge you can sit and watch the ocean and have sex there. Just don't get shot.
