It means that the police believe your employee may still be a danger to herself or others and the police want to prevent your friend from committing any harm to anybody or herself. This type of custody usually lasts for a few days or until it can be determined that your employee is no longer a threat to anybody.

where I live this is called a "51 50" This code is used when a person is a danger to themselves or others. They are taken to a psychiatric facility for 72 hours of observation and counseling.
This can be caused by an overdose of drugs or alcohol, a violent episode or an attempt of suicide as well as psychotic behavior.
Hope that helps

"Cutters", as they are informally called, have a mental condition that makes them hurt themselves for a variety of reasons, including depression, trauma, such as sexual abuse, and so on. They are not not neccasarily trying to kill themsleves, they need that sense of "release" that it gives them. I have heard of cases where the person had to hurt themselves to regain that sense of control of their lives, and so on. Cutters will cut themselves with anything sharp, take erasers and rub themselves with it till they are bloody, stab themselves with pencils, and so on. They have to carefully watched to make sure that they don't seriously injure themselves. I bet your friend has some serious trauma in her past. The best thing that you can do for your friend is to support her, and do not let her down. This will do far more damage than good. If at all possible, she needs you to hold her job for her so she doesn't spiral out of control again, but if that is not possible, then you need to let her know that it was not her condition that prompted your descision, but simple economics, and that you still consider her a friend.
