There is a US town called Pamelia but if you are referring to the name Pamela, it was invented as a character name by Sir Philip Sidney. This goes back to the 16th century but I can find no meaning for the name in the usual reference book.

However there could be a connection with the Ancient Greek word "pammelas" meaning "all black", or "pammeles" meaning "in all kinds of melodies".
