Go to your neighbor and talk to them about the problem. If they don't want to do anything, have the owners of the building talk to them. They should be walking the dog and picking up any way.

Calmly approach your neighbor and tell them that their dog is pooping on your porch and ask them if they can make sure that he doesn't do it anymore. Most dog owners will understand, maybe they don't realize the dog is going there. They really should be pay closer attention and cleaning up after their dog in such a public place.

Catch them doing it on video tape or take a picture. Then call the apartment manager and tell them. Or you could collect the poop and decorate their car with it in the middle of the night. Hopefully one of those answers will put a stop to the $hitty neighbors that you have.

contact your apartment manager and tell them what is going on. chances are they are not supposed to have the dog. or your manager can send a warning and/or fine them for not taking care of their pet. most complexes have rules for keeping pets and picking up after them is one of them.

if that doesnt fix it, start flinging the poop back onto their porch or possibly rub it all over their car door handles.

Good Lord, why is everyone so quick to lose their temper and report someone, or do something, like spread it on their car door handles (which I think would be vandalism) Tera and voice are both right. How about just bringing it to the attention of the neighbors and giving them a chance to do something about it before flying off the handle and doing something stupid. They may be very nice people.

they may be unaware this is happening and if you feel comfortable enough to speak with your neighbors on the issue then do but if not you need to go to the rental office and complain, you pay rent and have the right to live their too without having to clean someone else's dog poop up. if they are aware and ignoring it then its very irresponsible of them and rude.

Pick up the poop and put it back on THEIR porch!! Perhaps with a note suggesting they take care of the problem.....

I would go to your neighbors first before contacting a building manager. After all they are your neighbors and I am sure you would like to keep a decent relationship with them.
