There are three kinds of people that generally "squat" in the left lane, instead of using it only for passing.
#1: Sociopaths. These people are intentionally driving there to annoy other people. They go the speed limit -- or slower -- and take a perverse joy out of frustrating other people. You can usually tell these people, because they'll go slow until you try to go around, and then they'll speed up to keep you from getting in front of them -- only to slow down again when you fall in behind.

#2: Drivers who do not like to pay attention. When you drive in the right lane, you have to be cognizant of -- and occasionally adjust your speed for -- people merging on and off the freeway. If you're in a middle lane, you have to be aware of cars on both sides of the road. So, why not move to the left lane and stay there? If these drivers were paying attention, they'd see that cars were coming up behind them, and they'd move over -- but they don't see, because they're not paying attention, and so they sit and squat cluelessly while everyone drives around them.

#3 Unskilled/untrained driver. In the United States, it is far too easy to get a license; by comparison, in parts of Europe your license is a lifetime document (lose it once, lose it forever) and you must know how to fix a flat (amonth other things) before you can get a license at all. It is entirely possible that the person squatting in front of you truly has no idea that they should use the left lane only for passing; instead, they sit and squat and don't understand why you won't "just move around" them. Worse, they get so nervous that they slow down *even more* when you're behind them, in hopes that it will encourage you to go around.
Incidentally, people in category #3 are the easiest to "fix"; for instance, my wife fell into this category until I taught her the right way to drive. She was grateful to learn, and now she stays out of the left lane except to pass (and moves over when someone comes up faster), doesn't stay in another car's blind spot, and all sorts of other little courtesies that are neither taught nor encouraged in the United States.

Slow...Meaning what? Drivers that do the speed limit or under it?
There is no "fast lane" on any road. All lanes should travel at the same speed based upon the speed limit. However, on highways, the far left lane is considered the Passing Lane and higher speeds are allowed for a brief moment to pass the car ahead of you. In many places, it is illegal to drive for an extended distance in the passing lane...Although, this is not usually enforced.
And I would guess that slow drivers are not the main cause of traffic jams. The majority I have seen is caused by an accident of some sort due to EXCESSIVE speed.

I understand what you mean, there is always that person that rides in the passing lane, who is not passing anybody because they are doing 55 in a 70, and yes that can cause traffic to become backed up the biggest problem around here is the fact that no one knows how or the meaning of MERGE, and instead comes to a complete stop on the on-ramp, but, then again no one is perfect and if you have never made "road courtesy" mistake before, you have a right to be mad, and if you have shut up quit complaining and just go around the slowpoke

Not only traffic jams, but accidents too. My son drives tractor trailer all over the southern part of the US and frequently comes upon these slow pokes in the fast lane. I truly don't know what is in these drivers' heads. I guess that's why we all have to drive defensively and try to stay cool, calm and collected.

I just came back from a miserably long road trip with a friend who stubbornly believes that speed limits are meant to be taken literally and should not be broken by going even 1 mile over. He subscribes to the myth in American popular culture that speed is the cause of accidents, not inattentive driving or lack of signaling before changing lanes (though my friend goes the speed limit, he wanders lanes, which I believe is a greater danger). He goes the speed limit in the left lane because he wants to help enforce the speed limit. When I told him this was the police officer's job, not his, he said he was helping to prevent an accident. I tried to explain to him that causing people to pass you on the right is more of a hazard than speeding alone, but I'm not sure if I got through to him. People like this are maddening in their misguided faith in the law and a total lack of comprehension of the rules of the road.

I think many of them are like my mother (in her '70s) -- they know they have to turn left somewhere up ahead, and don't like the stress of changing lanes near where they have to turn, so they go in the left lane miles ahead.
My mother gets extremely nervous when I drive because I don't do this.
Another cause for traffic jams is people that drive faster than they should and then keep hitting their brakes. I hate following cars that are constantly braking! Don't they know how to look ahead and gauge the traffic flow?

Probably the same reason fast drivers drive in the right lane and sometimes pass you from the safety lane to the right. I live in Chicago. The Dan Ryan is known as the "Dangerous Dan".

Many of those drivers believe that if your obeying the maximum speed limit posted, than the fast lane is fair game. Going fast than the posted speed limit is illegal and warrants no respect by the individuals using the fast lane even if it causes jams.
