The city
while it might be more expensive it is easier to get converts and its a lot harder for the government to use excessive force if others might be harmed.

Hmm, a theme...
City warehouse-- you could get away with jacking utilities, more access to resources, fresh meat by way of larger and more random populations of future converts, and, of course, all the dope hip hop shows come through major cities.
