I doubt there's anywhere to be honest, I'm guessing you mean Hampshire in England. You could always do some kind of online course or something. All I know about Norwegian is that there are different types for speaking and writing (or somethihg like that), and that I think the writing version is called Bokmal or something. Anyway good luck.

The Pimslur language program is great, I'm learning hebrew with it, but I'm not sure they have Pimslur Norwegian, they should though.

norwegian can be learnt in norway, hampshire probably anywhere in the south west corner of england

to get you started there's a great book in the 10-minutes a day series (available at waterstones) - with lots of stickers and cutting things out and stuff to make sure it really goes in. once you've learnt a bit the best thing to do is to go to norway
