Honestly, if your back problems are serious enough to mention in your question, I would see a physical therapist prior to beginning any lower body exercise. You could cause serious damage to the spinal column. Its worth it to pay a little now for an evaluation rather than a lot later for rehabilitation.
If you want to get started, you could always walk up and down hills, keeping your abdominals in tight. Don't do anything that causes pain.

The best exercise (and easiest on joints and back) is swimming. Something specifically for your legs, and that should be ok for you even if you have a bad back is a peddle exerciser. It's something you can do while you watch TV or if you have room, put under your desk and use while you're on the computer.

leg press
squats
deep knee bends
running or jogging
Walking with added weight
getting off of the sofa to change the channel

Walking normally helps. it takes a while but it's stress relieving and builds leg and arm muscles
