“Loose impediments’’ are natural objects including:
• stones, leaves, twigs, branches and the like,
• dung, and
• worms and insects and casts or heaps made by them,
provided they are not:
• fixed or growing,
• solidly embedded, or
• adhering to the ball.
Sand and loose soil are loose impediments on the putting green, but not elsewhere.
Snow and natural ice, other than frost, are either casual water or loose impediments, at the option of the player.
Dew and frost are not loose impediments

No penalty. Just like you can remove leaves from the path when you putt, you can also do so from off the green. You cannot improve your lie though other than by moving these incidental obsticals.

rule 23-1 except when both the loose impediment & the ball lie in or touch the same hazard, any loose impediment may be removed without penalty.

you are allowed to remove any loose impediments and repair ball marks on the green whenever the hell you want.

No, that's not right. I've been to several golf tournaments and we were allowed to remove stuff from the path of our ball.

No. You are allowede to move any loose impediment as long as:
a) Your ball does not move
b) You are not in a hazard
