He was honorably discharged from the militery because of the condition, they said he was not "war-deployable". Would that also cancel him out as a candidate for police officer?

I don't know alot about Crohns Disease, but all states have POST requirements plus most police departments have other physical requirements. I would say it would be hard ( since there are so many people applying) to get on with the larger better departments, It may be possible to get on to some of the small low paying departmetns, but I am not sure

Have you seen the quality of the average police officer lately? Take your best shot. You might even make captain!

I don't see why. It does not affect his job and treatments are available.
