All the scales try to let the taster know which pepper is spicier than the other. They unscientifically measure the amount of capsaicin in each pepper or sauce. You can vary the heat level by removing the seeds and inner ribs of the pepper which contain the capsaicin. But if that is the case, why not choose a milder pepper in the first place. Also, adding dairy like butter or cream to your recipe coats the pallette and reduces the effect of the capsaicin.

By far the hottest is the habanero and scotch bonnet which to me is over bearing unless diluted in a large batch of the recipe.
