Well you can why not BUT don't have to high of hopes. Get to know him but also realize he might be seeing other people, and you may as well. Its happened with people living farther apart then you. No harm. Worst case you make a good friend.

No. Asking someone out implies exclusivity which is totally unfair to both of you when you can't see each other. Stay FRIENDS.

When you are older that friendship may blossom into true romance (and not teen "asking out..which is pretty much not the real thing"), and you will be better able to spend time together.
