Home wine and beer making is a growing hobby in the US and around the world. Most do it for the pleasure of crafting something very nice to drink and to share.
Look in the yellow pages under "Beer and Winemaking supplies" for a store that sells near you. You can often just get a book on the subject to begin to understand the process. The will also have the base ingredients for your project.
Sanitation is the #1 priority of any fermentation. Not because something will hurt you, but because it is useless to go to all that work and make something sour or medicinal tasting.
As for Corn Liquor, you can do this just as you would a beer or wine. With any grain, you will have to mash it; which is where hot water activates enzymes to turn starches into sugars so that yeast can create alcohol.
Corn yields Burbon, Barley is for Whiskey, Rye makes, well... Rye, and Molasses is for Rum. Start with a base fermentation. In this way, you control the grain flavor and fermentation character. Champagne or distillers yeast is very alcohol tolerant and will ferment cleanly. To finish this at home, allow it to settle clear and add a high quality commercial Vodka.
If you mean to distill it, either with heat or by freezing, be aware that this is patently illegal in the US, and many other parts of the world. Doing so requires registering the still and it's use (usually making methanol fuel) and reporting how much is made. Taxes and fees are usually involved. The Gub'mnt wants its cut!
Supposing you are in an area where home distilling is permissable, a simple Google search of "home distilling" will yield all the info you can handle.
The key to good hooch is aging it with some activated charcoal or toasted Oak. This imparts a nice amber color and mellows the alcohol edge.

Corn liquor or moonshine/bourbon is complicated & highly restricted but not illegal. Each state has a different licensing procedure for personal use, some MUCH easier than others. It's only a problem if you sell the stuff. Check the several websites out there & carefully follow the details so you don't kill yourself, either in the process or as a result.
