India, actually, not Arabia. From there, they spread to persia and Arabia at about the same time, and from there to Europe. They're often referred to as the arabic number system. Modern arabic numbers and modern European numbers are similar to eachother, but by no means the same.

The history of numbers is actually quite fascinating. Some of the numbers we take for granted, like zero, are actually relatively recent inventions.
