Photoshop is the most widely used for Photography and such.
I personally Use Both, PaintShop Pro and Photoshop.
Now..Since I also design images for Desktop Publishing which have to be on Higher resolutions 32-48 Bits up...I use Corel Draw...Very Expensive but a lot better than Photoshop..
I will recomend PHOTOSHOP thou..it is easy to use and you can make high quality images.

Photoshop is definitely better than Paint SHop Pro but if you are a beginner you should be ok with Paint Shop Pro. The commands are different between the two so if you are use to Paint Shop Pro it may take time for you to get use to using Photoshop.

For professional work, I use Photoshop (and some Paint Shop Pro).
The best bang for the buck is Photoshop. Once you get the hang of it, it's like a dream. Plus, it works seamlessly with Illustrator, After Effects and Premiere
