There are very few nations that are considered to be safe for Americans, and I do not believe Cuba, or the Phillipines is on that list.

But ofcourse...im for philippines and i asure you yes!!!! There are very nice filipinos in Cebu... They are very friendly and hospitable... You will have a good time there because that is one of r tourist place here in the phil...that place is very historic...
