Because the way we act when we're 10 is different then they act when they're 10. When they're 10 they act as if they'd be 70 in our years. There are dogs years too and you multiply there real age, by 7 which equals the age that they are in people years. In other words, when a dog is 10, they act like they're 70 and when people are 70 they're getting old and getting ready to die...so that's pretty much the answer.
Besides, they're a whole different animal then humans.

Because dogs age faster than people do. I'm sure you've heard for every year of a dogs life they actually age 7 years, it's not 100% acurate, but about right.

you think this world is over populated with dogs and cats now what if they live to be 70 how many more dogs would be made in a litter every year think 8 pups times 3 litters equals
24and they have pups and so on for say 50 more years or spayed or neutered

Well, they just aren't built for it, and that is a sad thing... Many responsible breders are working on making dogs healthier so they can live longer and longer lives. (This is why it is important that people who breed dogs know what they are doing... )
Happy dogs live longer, too. Have all the fun you can with your dog, and keep them healthy and safe by taking them to the vet for check-ups and treating any ailments promptly and thoroughly, and most of all, show them all the love you can muster. I guarantee they'll live longer...

they can live longer that just depends on how you take care of them and spend time with them. If they get put in a back yard all day 24-7 with not a lot of activity with other people or dogs it gets deppressing. same with people!

I think it is a very good thing that pets don't live as long as their owners. Can you imagine what it would be like for your beloved pet to out live you? Odds are it would be difficult to find them a new home and of course, no one would ever love them just like you do.
