uhmm.. for the driving part of the exam yes you need some knowledge of driving and some experience, which normally comes from driving school.. the paper exam part just takes a knowledge of road signs and driving laws.

If you are speaking of the written test and eye exam - no.

If you are referring to the actual driving test - there is no way you could pass if you have not been driving.

No, not necessarily. But some practice would be very good - you will need driving experience anyway ...
