Tape or glue strips of reflective foil all around the edges of the dishes. Won't bother the dog, but will act like a scarecrow to the birds.

Don't leave the food outside all day. Supervise your dog during feeding times, and another idea is bring the dog indoors for feeding time.
That's about the most inexpensive and easy idea I can think of.

You do not leave dog food out. Even if your dog eats outside, you feed dog, pick up bowl, and then feed again at the next meal time. It is gross and unsanitary to leave dog food out all day.
Feed the dog twice a day. You may have to spend more time this way, but that is what per ownership is all about!!!!

You can buy covered dog food despensers. The dog sticks his head in a flapped door and gets what he needs.
