Science doesn't know why homo sapiens lost their body hair. And they only speculate on why eyebrows were left. The two main theories are that they keep sweat out of the eyes [important for people in the early hunter-gatherer phase] and that they function as a form of non-verbal communication [raised eyebrows, scrunched toether eyebrows, etc.]. There is another theory, and it has some amount of empirical evidence, which is that body lice had something to do with it - the less hair, the less body lice. How this gave individuals significant advantages during natural selection is fuzzy, especially when you realize that we still have body lice.
The whole body hair and evolution issue raises a lot of questions. It's not just eyebrows, but pubic hair, armpit hair, and so on. And of course, beards.
To me, it looks like a late development genetically, and looks like this "body hair loss" is not really a completely realized thing.

Those tiny, little hairs above our eyes that many women either pluck, paint, pierce or tattoo play a very important role in keeping moisture out of our eyes.
Just like an umbrella keeps our bodies dry from the rain, our hairy eyebrows keep our eyes dry from rain or sweat.
When it's pouring rain outside or when sweat drips down from our foreheads, our eyebrows divert the flow of water or sweat away from our eyes.
Our arch-shaped eyebrows angle the rain or sweat around to the side of our faces--leaving our eyes fairly dry. By catching the water or sweat, our eyebrows not only allow us to see more clearly, but also keep salty sweat from burning or irritating our eyes.
Why do we have eyebrows?
Eyebrows have other roles also. As one of our most expressive facial features, eyebrows help us determine how people are feeling without ever really asking them.
If a person's eyebrows are frowning, chances are they are mad or upset. In addition, eyebrows have an increasing impact on our beauty/fashion culture over the years.
Thick, hairy and big eyebrows tend to be characterized as unattractive while thin and plucked eyebrows are said to be more attractive.

You'll have to ask the Creator....
But he's on Vacation so I'll try. My guess is that it is a crude protection for the eye. Keeps dandruff and stuff from falling in the eye. Combined with the eylashes, they filter most particles. Same Idea as nose hair. It filters particles out that may reach the lungs. Others would say is it's a leftover from the evolution process. Overtime the amount of hair on people decreased from a full body cover ala APES, to our current form with only small hairs on the legs and arms. Thats my best answer......

The function of the eyebrow hair is to prevent debris such as dandruff and other small objects from falling into the eyes, as well as providing sense of something near the eye, and prevent water or sweat from dripping into the eye.

Although we have hair all over our bodies, it tends to grow thickest where some form of protection is needed. Both eyebrows and eyelashes are designed to protect the eyes from dust.
