If I have to lines as seen here,

what is the command that makes shorter line extend to the longer line using the "apparent intersection" thing?

Well, I have to agree that "extend" would be a good option. Also, you can grip edit the line by clicking on the shorter line, selecting the end point nearest the longer line, type "app" which is the abbreviation for "apparent intersection", click on the shorter line, then the longer line, the short line will "extend" to meet the longer line.

There are probably a dozen ways to do it, that's the beauty of Autocad, there are so many ways to process things! Do what makes the most sense to you.

The fastest way to do this is to type "ex" then hit space bar using your left hand and then pick horizontal line first w/ mouse and the vertical line that you want to extend and your done.

extend will extend the line to intersect another.
len will alter the length of a line.
