Quito, the capital of Ecuador is the highest capital in the world
Mexico City isn't even in mountains whereas Quito is in the centre of mountains

The lowest capital is Amsterdam, the capital of Holland or the Netherlands, the whole of the Netherlands is very low lying and vulnerable to flood

Although the capital of Bangladesh, Dakka could be lower as Bangladesh is also very low-lying

Probably, the Dutch capital - The Hague. Of course part of London are pretty low also.

Barcelona is not a capital city.
Any that is on the coast, maybe Amsterdam which could be a few meters under the sea level
