how to make glitter pictures?

does any body know how you make glitter pictures on corel draw photo paint? if so then how. or can you? i do not know if you can :~/ or is there a website where i can make glitter pictures?

Most "glittery" pictures are done as an animated GIF. Take the main photo, add a layer or two of sparkes and then using Adobe Image REady (or similar Animation software) you create the glitter effect.
