I've never understood this myself. It's all very well to say 'it's your choice, you decide to go to hell by turning your back on God' but a TRULY all loving God would accept even those people.
Having a hell where God puts people who don't worship him is equivalent to a deity having a big fat hissy fit - it just doesn't gel!
I think that the idea of hell was created as a control tactic. Relgion was generally used as a means of controlling the populace (the only time you had everyone together was at church, so it was therefore the ideal time to disseminate information etc) and if religion said 'everyone goes to heaven, no matter what they do, because God is all loving and all forgiving' there would be no control mechanism - no means of keeping the downtrodden 'in their place' as they would have nothing to loose. So instead, hell is created, along with a very strict series of rules, which must be obeyed otherwise you will spend your lives in eternal torment. The downtrodden are therefore given something to look forward to - be good and go to heaven; try and fight your situation and you'll go to hell.
Hell is also a good scare tactic to recruit more people to your relgion - you've got to believe in our God because otherwise you'll burn. The gullible and the nervous, or those with a guilty concience, are therefore coverted. You are then able to damn the free thinkers for being a heretic and your control is increased.
Organised religion is about control, not love, forgiveness or anything else.

Hell is simply separation from God. Because He IS so loving and forgiving He let's people choose for themselves if they want to share eternity with Him. He doesn't force you. Hell is life without Him, be it now or in the future. Hell is the absence of His Light, Love and Friendship in a life...it is darkness. But if darkness is all one has known, then one wouldn't know the difference.
Jesus opened the Door into God's Presence symbolized in the tearing of the curtain to the Holy of Holies (in the Jewish Temple) when He died on the Cross. When people tell you you are going to hell they are being mean and ignorant...in a sense you are already in hell. It is not a punishment it is a situation in which the dimension of God is closed to you. There are other spiritual dimensions open, but the one to Him has only one door...Jesus. He said, "Enter by the narrow gate; for wide is the gate and broad is the way that leads to destruction and there are many who go in by it. Because narrow is the gate and difficult is the way which leads to life, and there are few who find it." Mt.7:13-14
Because He Loves, He makes a way. It's kind of like being offered a precious diamond, but if you don't know it's true value, you may throw it away. And then you find out too late it's wonderful powers and value. Hell, in eternity, is living in the full knowledge of what you threw away.

God is the Most Loving and Forgiving. We must not create idolatry of Gods attributes, for God is not only one aspect, He is every aspect. He is also the Most Just. Would you treat Saddam Hussein and Malcolm X the same? One is a dictator, the other a educated, well mannered human being. Out of all the people in this planet, our parents love us the most, why are they also the ones to punish us first and the most sever? Obviously b/c they love us and want to guide us to what is best for us. God is the same way. People will go to hell, and some may enter heaven after being cleansed.

Because God is merciful, he created hell. True, this may sound contradicting, but believe me it's not.
Take this example:
If I slaughter your mom and then continue my life normally, and then God forgives me for what I did without giving you or your mom's rights back (and that is through punishing me to the extreme in hell) then he would not be considered as merciful and loving to you. If He just forgives me as a killer, then definitely I'm gonna do it again and again and again and others would too. Imagine how earth would be. So He warned us from the beginning: if people are to do evil and harm in the world then he would punish such sinners to the extreme. If the punishment wasn't extreme, then people would just say that they will bear the mild punishment and continue sinning. So He created hell to totally discourage them and hence protect the innocent.
However, he is also merciful in another way, and that is when I beg for His and your forgiveness. If I give you your rights back and you forgive me wholeheartedly, then accordingly he's gonna forgive me as well.

Because there are incorrigible evil doers (sinners -- like the Devil), beings who will not change from doing harm to all in existence. God's Kingdom would not be a place of peace and joy if there were people who were continually lying, steeling, killing and all kinds of other offenses.
So, at the end of the age, when God puts to death all enemies (I Corinthians 15:25-26), such evils will cease forever. They will all be totally burned up in Gehenna (hell), not tormented forever as is popularly believed.
BTW, don't get confused about what hell is, following the popular mythologies; see my answer to a question on hell:

Because Hell is a choice. You can choose God's way to be loving and forgiving, or you can choose to believe in evil ways. It's called Free Will. God gives you the choice.

cosmic balance.
The reason is simple. If god is all loving and forgiving, then why would he torture people with an eternity of having to worship him forever and ever if they really don't want to? The thing about heaven is, if you really don't want to be there, then it would be a worse torture than hell anyway. Think about it, how many people think that worshiping god is torture. Now imagine doing it forever and ever. Hell doesn't sound so bad compared to that for some people.

Ok...think about it this way.
How do u feel right now? purhaps comfortable and relaxed and feeling somewhat content with life and happy. This happiness and grace is bestowed upon us by God now because he is still calling us all to accept the divine invitation to abide eternally in His uninterupted grace for all eternity and feel it on a complete and perfect manner.
For those that reject such grace, God cannot force them to do otherwise, so they have chosen to be totally separate from Such grace. To experience what I am saying, think to a time where u have felt that Grace and peace where nowhere to be seen. How did you feel?
That is the disturbing feeling in hell, where God has totally removed His love and grace and allowed for people who have willing turned their backs on Him abide for all eternity, by the same free will that anyone else has.
I hope I did not confuse you, but try to think of it in those terms.

He is, and he is also a God who is just. His law stands and the consequence of disobedience is evident here on this earth. The devil tries to smeer the character of God will all matter of ills but in the end the Bible says that the character of God will be vindicated. The effects of sin is what is happening now and that is why he loves the world so much that he gave is son to die to save us. That is true love and sacrifice. All he asks in return is for us to choose life and choose his son and follow him. Those who choose not to will be lost and be destroyed with Satan if they continue to follow him. They will not burn in hell for ever but as the Bible says that his reward his with him for everyone according to their works. In his mercy he will destroy sin and sinners if they continue to hang on to it. He doesn't want this to happen he wants all of us to be with him but if you don't want to he cannot force you and the punnishment that should have been handed down centuries ago is coming and we should love him for preparing an escape from it. Can you imagine someone in heaven who didn't accept Jesus? It would be hell for them because all they will be doing there is worshiping Jesus and living with him forever and ever. Mercy goes both ways, both in the punnishment and the redeemed.

ok for the checklist God does not deliver all people to hell, they are given unfastened will to % the path that they want. the path of salvation or no longer. He has admire for the unfastened will of persons, so thusly won't tension his will upon human beings. all of us have a option to different than the unfastened present he has presented or to refuse it. it quite is our decision and so the guy sends themselves to hell by employing the call of to no longer believe, no longer God. Oh and one extra difficulty there is not any such difficulty as some one that has reached the age duty being harmless. we've all broken God's rules, and it is the reason we want a fee for our sins. God does love us, it is why he made a incredibly elementary thank you to circumvent going to hell.
