Bell's Palsy is a paralysis of facial nerves on one side of the face. The cause is really unknown, but some think it is caused by a virus. Sometimes steroids (prednisone, not Barry Bonds) are used to treat the symptoms, but these are often not effective. Usually the symptoms are transient lasting a few weeks to a couple of months, but sometimes rarely they are permanent. The biggest problem is when the nerve to close an eyelid is paralyzed. With this on has to use lubricating drops and tape the eyelid shut at night to avoid a corneal injury.

I hope this helps.
