Because the governement isn't a competive business in our free market economy. If you complain to a retail store manager, they'll fix the problem so you'll come back and spend loot in their store. But you can't go anywhere else for your government/municipal needs. There's no competition.
Plus, those heads get every nitwit in the world walking through. It doesn't justify poor service, but they gotta deal with some $h!t, yo.

I work for the government (L.A. County), but I don't deal with customer service. I don't blame you for thinking that way, because I truly understand and believe what you are saying.
I've been to 3 different organizations in the County and noticed that all employees have one thing in common, they are all laid back and lazy. And when a client/patient/customer needs help, they make them wait. It's sad but, that's how it goes.
Why you ask? Well, this is just my opinion, because they think helping out is a seperate duty or outside of their job description. I've seen a lot of employees where you ask them for something then they'll claim it's not part of their job description and they should get paid for it (or get more money) in order to do it...
Pay is not good with government jobs but benefits are way better than most jobs can offer. Government agencies can't descriminate, and can't refuse service, it is againts the rules/policies... There's a form you can fill out to file a complaint about the individual or organization that treated you poorly.
Also, most (if not all) government workers are backed up by unions, so it's kind a hard for them to get fired without a valid or legitimate reason. That's why you're wondering why they're bosses don't do anything about it. But really, they do, most of the time the employee gets discipline, and if the issue becomes repetitive, then a legal action is taken.
1st is a verbal warning, 2nd is a written/formal warning, 3rd is suspension (possible termination).

The government doesn't have to make a profit, so service is not motivated. Most government employees believe that because they work for the government that they are your "boss", when actually the reverse is true. We pay their salaries with our income tax. They are inherently rude and lazy. You can file what is known as a "writ of mandebus" (I may be wrong about the spelling) that will be a legal request to make them do their job.

There are two ways to look at this. One, civil servants just work for their paycheque. There is little morale-building or loyalty to their jobs. Add to that their union, which is quite powerful, and you have a disaffected group who, unless they commit treason, are untouchable. From another perspective, many of them have to deal with the public, who are, if you take the time to look and listen, a particularly stupid group of people. have you ever stood in line at a government office and heard some of the questions? People don't read instructions, procrastinate past the point of no return, and a re generally very poorly behaved. They yell, insult, swear, demand, and threaten the poor clerks, who rarely have the power to do what people want. Many times, I have found that if you smile, talk pleasantly, and treat government workers with a little class and respect, they treat you the same way. But there are always exceptions, of course.

Because government workers are very frustrated. Their hands are tied. It is almost impossible to get fired by a government agency. We, the public have to pay for ineptness and their deficiences.

A lot of them feel once they're in, they're pretty much invincible. It's kind of hard to lose a gov't job unless there's a lay-off.
