Dignity is the best response to arrogance and rudeness. It makes you look better, and sometimes points up to the other how ugly they are behaving. Even if it doesn't, don't like them know that they have 'got you' with their bad behaviour. Dignity is also the best revenge.

Arrogance is not anger, so don't resort to defensive words or physical violence. Arrogance is rudeness in that the person believes for some reason he is better than you. It could be because of position, wealth, knowledge, or culture. In any circumstance, if you have contact with an arrogant person, your only recourse is to call him on it and only if it is worth your effort. Sometimes, you can ignore it and walk away. Or you can say, "If you could climb down from your high horse (or pedestal), I may be able to help you." In most cases, it pays to be polite. You should play act some scenarios with a friend so you can be ready when an arrogant person presents himself to you.

It will depend on the situation.
If it is just some one in passing, just ignore them, they aren't worth your time.
If it is someone that you only have limited contact with, avoid them as much as possible, be polite, limit conversation to only what is needed.
If it's a co-worker, this can be touchy, ignore if possible, if not possible you may need to speak to your supervisor.
If it's some one you must deal with, like a regular customer, relative or such, you might want to see if you can figure out why they are so arrogant and defuse the situation. Many times the arrogance and ruddiness is a defense mechanism. If you aren't a threat, they may calm down towards you.
The bottom line is not the feed their arrogance. If you flare up at them it only makes them worse. They need interaction to validate themselves, if you ignore them, you are no longer worth their time, and they will move to an easier target.
With all of that said, we are human, and even I have occasionally bit back. However to this properly and effectively takes a bit of skill. You need to be confident in yourself, have the correct body language. Slap them with a quick sharp one liner, smile polity, and walk away.

It really pisses them off if you grin.
It would depend on the situation but I would find a way to cut them down to size.
I don't feel obliged to be polite to arrogant rude people. They get back worse than they give. But with a sense of humor.
You can't take them too serious.

Tell them you would appreciate it if they would keep the anger towards their blow up doll who turned them down last night to themselves. NOT to direct it at you! lol
