in the US, older one may be square but newer ones are round. Square ones can be rotated leaving a deangerous opening and they can be tilted and the will fal through the opening. These unsafe circumstances are done away with with round ones.

Almost all manhole covers are round. they are designed that way so the cover can not possibly fall into the hole. A square or rectangular cover could be turned so that it would fall into the hole.

Pretty much all of them are circular, because that shape won't fall through the hole. In places where it's not, it's usually a budget issue.
