Each state has its own laws dictating who can prescribe medicines, but I am not aware of any that allow a phycologist to prescribe, not even on a limited basis. A PhD is a doctorate degree, but not a doctor of medicine. In some states, a dentist or optometrist for example, can prescibe medications, but only those limited to their area a practice.
