That is definately normal. Women these days are being attacked on so many fronts. The chief one being self esteem. What she really needs to do is have confidence in herself. Men are drawn to that. She needs to feel comfortable with her body, and with her personality. If she doesn't know what to say when around others, that is alright. If she is confident, the people she is around won't be able to help talking to her. She can learn all of the other stuff on the go.

wow, that's is really a situation, the best you can do is to help her by getting her together with a good guy that won't hurt her, at that age it is critical for her to have a good guy because otherwise she could be traumatized for life, just be a good friend and don't let her go out with any loser that wants to get into her pants.

I dont think there is anything worng with that. There os nothing wrong with being shy. The best that you can do is be her friend and introduce her to nice people. Let nature take it from there!!

it's normal, try hanging out with a couple of guys, not necessarily a double date but just hanging out, once she meets a guy that will show her attention she'll change little by little.

Does she want a boyfriend?
(I'm gonna assume she does.)
1.Find a guy (or guys.)
2.Ask him (or them) if any of them like her. If yes (#3) no (#4.)
3.Make one of them ask her out.
4.Find another guy (or guys.)
Hope this helps you out.
