The second up from the bottom. With the rack in this position, and the dish resting on it, this puts your food slightly above the second rack, or, in the center of the oven.
But, you're right, it's damn frustrating.

The one that brings the food being cooked ,to a level at about the middle of the oven,,,,,Usually the top one is the broiler level and the bottom one is used when cooking in roasting pans, So that leaves the two middle slots use the bottom middle when cooking casseroles and the top middle when baking cakes.

What you are looking for is for the POT to be centered in the oven for equal cooking so depending on the pot you are using you may have to adjust your shelving and use the 2nd from the bottom...but that is why they say "centre rack" so just 'eye-ball it" to determine the center of your oven.
