Yes - any public library. You will need to show proof of residency in order to get a "library card".
Once you have your card, ask the librarian what other towns you can use it in. Usually, bordering towns will accept each other's cards.

Anyone can go into any library in any town but you cannot take out any books without a library card from that town.

You can go to any public library. To take books out you need to live in that town or county and be able to prove it. A utility bill usually works. Some states will issue a statewide card for a fee like Indiana. New Jersey did it for free. Otherwise you can pay to borrow books.
