AQHA members I believe have the ability to look up horses...or you can call the AQHA with the registered name and get info. Unless that has changed - I did that and you can get progeny reports and other info online. APHA I'm not sure - doesn't hurt to call or email the registry with the horse's name and ask. I'm not sure if it's been changed or not - with more celebrities getting those breeds it might change for privacy reasons.
TB doesn't give out info even the last owner. They can tell you if a mare if she's had a foal reported (indicating she's alive) but no owner contact info.

If you are an AQHA member, you can go to their website (www.aqha.com) and look up horses. You have to sign up first by typing in your member number, then go to the members section, type in your name and password then you can do research on any horse. Members get $10 (if I remember correctly) free research per month. Different reports cost different amounts. I don't know anything about the Paint Assn. Guess you'll just have to look for their website and check.

Try http://www.allbreedpedigree.com/ - it should be the site for quarter horses and paints.
