Same way you'd ask someone out who lives down the street. You'd tell her you'll pick her up at 7 on Friday - it's just that for the one who lives 4 hours away, get headed toward her house early afternoon so you're on time.
Or, you can make much of the fact that this is really special for you, and make it more of a tourist kind of date. Have her show you her city, and her favorite places there. That way, you won't pick a really wrong restaurant, and she'll be somewhere she's really comfortable.

meet at a halfway point or you drive all the if you want to see this person bad effort no matter how far they i meet someone at work lived in ok and drove 4.5 hours one way just to see me

Why don't you offer to go see that someone then she can visit you follwing week and you take it in turns to visit? It would mean you shared the travelling.
