Because some people are too lazy to manually create a restore point. I usually create one every month when I feel my computer is still stable. Sometimes the computer's restore wont work because in every computer, there will always be a bug.
Always create a restore point when your computer is stable.
Just grab your Windows CD and go through with the install process. When it gets to the part when it is about to do a reinstall, just do a windows repair instead.

You might try booting up into Safe Mode first, and then try a system restore to an earlier time. That often works. Good luck.

There could be many reasons for this but my guess is it is because your restore files are incomplete or have somehow become corrupted.
The only other reason could be because you are either not giving system restore enough disk space to store the required files. It might sound like a stupid question but do you have restore turned on?

Just check if you are connected to internet, if you are, make sure that your country is set right.
Microsoft Windows takes time and date from international data services and updates your computer automatically. if you change it, next time you connect it will be changed back. With the same time as of that country as chosen by you.
You can set the conntry by double clicking the time icon on the bottom rt corner of our screen.
