Tall poppy syndrome refers to a person who brags about his/her achievements to others. It means the person thinks they are better than the rest and want to stand out, thus they are called a "tall poppy".

Pretty sure it means someone who's a bit of a show-off.... like the tall poppy stands out from all the rest of the poppies in the field.

It also applies in New Zealand
It means that if someone is talented and stands out above the rest, the rest will snipe, belittle and otherwise try and normalise the talented individual to be as stupid as everyone else. In these two countries it is traditionally frowned on to aspire to be something better than the norm.

It means if your succesful at anything they will cut you off at the knees becasue they are jealous. But prior to that will be egging you on to succeed. I think we have moved past that crap now to some extent, now we have the "John Howard Syndrome"

I don't think this is exclusively Australian.
I means that when a person achieves very highly compared to his original peer group, i.e. becoming greater/taller than his peers; he is then criticised (i.e. cut down) in order to counter his new-found fame/achievement.
