check that your modem is working correctly a this location:
control panel->phone and modem options->modems(tab)->click on property bt ->diagnostics (tab) -> Query modem .
after some min it must parse some parameters that show yourmodem is work correctly , (disable fax service before it frome services in administrative tools->service) and then check your link connection and accounts.
