Go and get IrfanView (it's free). It's really easier to reduce the file size while keeping the image quality high.

This PowerToy enables you to resize one or many image files with a right-click.

Just Right click and choose Percentage 75

Excellent piece of software. I use it alot and you dont have to open another program, just right click and your there.

Do the following:

1. Download Irfanview for free from http://www.irfanview.com/ and install it.

2. In Irfanview, open the graphic, and click Image > Resize/Resample.

3. Click "Set new size as percentage".

4. In the Width and Height fields, type 75.

5. Click OK.

6. Save the modified graphic.

I think there is no loss in quality of when we are reducing the size of image. There will be loss of quality when the size of picture is increased again.

Any good graphics/paint program should do it.

Usually, reducing the size of the image improves quality.
