It is understandable for one to want to get close to their own countryman. Why not try out your own embassy?
There are many places to meet foreigners, like association, clubs, church, games etc. Perhaps you may share where you're from, and more specific answer may be provided.
Free foreigne papers? Normally within the clubs.

Join some clubs ? go to gym ? go out with people from your job place ? have a drink in a few pubs ? but just be careful who are your "new" friends....you just need time to know a person. There are some mag for foreigners just find them in the good bookstores.

If you want to meet foreign teenagers, I always see those from the American school and international school hanging out in places like Orchard Cineleisure, Plaza Singapura and the *scape on weekends. They are usually skateboarders etc.
