Congratulations and birthday wishes to your mother.
I don't think that there are any set rules for such an event. I would say that if you've reached such a ripe old age then you can have any damn colour you please - you've earned it.
Pick one of your mothers favourite colours.
Personally, I think that I would go for bright vibrant colours rather than pastels but it is really whatever your mother would prefer. I hate the way everyone associates old age with grey and dull.
I also think that it will be the company and event that is likely to be most important to your mother rather than whether the correct ettiquette has been adhered to.

Try and get the answer from your mother it is her birthday and might like to contribute even if its only the colour scheme

July's birth stone is ruby (an intense red colour), try decking the hall/ room in that colour and make the table decorations in the style of a ruby ring for example. You could use red crape paper and card...

there isnt a set colur that i'm aware of. anything colourful will please her i guess. gold and silver are always nice.
you could always ask the Queen what she had at her party as she is now 80!

i would say make it colourful and summery, but not BRIGHT and "in your face".
maybe a meduim yellow/orange
