When if and when are used, is it necessary for them to be assosiated with will/shall/would ? Is there a difference between a situation which happen ocassionally and happen usually?

ex1: (a) The current in the series circuit increases if more cells are connected.
(b) The current in the series circuit will increase if more cells are connected.
Which is correct? If both are, what are their differences?

*The word "if" in this question does not mean "wether".
I'm learning first and second conditional now and knowing the answer will help me a lot.

Both sound correct to me. However, they also both sound as good, if not better, with 'when'. As a native English speaker, I know few English grammar rules and go by what 'sounds right.'

I hesitate to generalize on this, but in the examples you give, (b) is correct as is, and (a) would sound better with "when" than "if".
