It's their recognition method. They verify each other's identity by smelling each other's butts.

With a wag of the tail and a sniff it is a greeting, such as (hi, how you doing, let me check)! When dogs meet each other and don't like each other they don't sniff or wag a tail, they fight or run. My grandma had a old saying that they were checking each other out to see if their hats were on straight...........

Instinct. Thats all. Apparently its an important part of their socializing-if a dog relents to having it done-the dog's you know, cool. My dog just met my sister's 2 shepherds and it was just part of the routine. My dog didnt allow it at first (not being around many dogs ever), and the shepherds were in control of her and she cowered a bit around them. She finally was agreeable. Then when she had enough times of that, she let them know and they all lived together fine after that. I didnt see her smell either dog, but I'm sure she did.

dogs sniff each others butts because the butt of a dog has a cent gland witch gives off a unique spell so that's why they smell each other butt mate so they can tell who they are mate.

A dogs world is a world of smells, not sight as it is for us. They recognize each other by smelling, and are able to tell a lot about each other by the aroma, and smelling is what they enjoy most. It is their way of greeting each other, just as we say hello, or shake hands.

A dogs primary sense is their sense of smell and that's where they get the clearest scent from the other dog to identify them.

...dogs smell is 40 times or more better than humans...they smell another new dog first to tell if if its male or female(possibly to know if they are in heat or a threat to thier territory)...and to identify it...same way a dog sprays urine on its own area...to let other dogs know its been there & who or what it is...
