Two best free photo-editing tools in alpha order are
- Gimp
- Serif PhotoPain Plus 6.0

Don't go for anything else. They're just not upto the mark.

It's not free, but I got a copy of Photoshop Elements 2 on Ebay for about $17

Agree with others. PhotoPlus is excellent and the older versions are dowloadable for free. Gimp is very good but not so easy to get into.

Adobe Photoshop Album Starter Edition is free. It isn't as fully functional as the full version and is geared more towards beginners but if all you need is something basic, then this should do the job.
