Yes it is normal. It might be more common to have been on a date by the time you are 17 but you are far from alone if you haven't been.
A lot depends on the reasons. Is it because you didn't want to? Because your cultural heritage frowns on early dating? Because you haven't been asked yet? There could be a million other reasons.
You say that you have been told you are pretty. As long as you can hold your end of an intelligent conversation, have integrity, are honest, take care of yourself, then all is probably going along just the way it should.
If you haven't dated because you don't feel like it, then relax. There is nothing wrong with that and when the time is right for YOU, not for the rest of the world, things will begin to happen and you will probably find yourself with more requests for dates than you can handle.
If we assume that you are interested in dating, is there a boy you'd like to go out with? Have you let him know you are interested in him? Have you ever invited him to sit with you at lunch, watch a game with you, etc?

There is no set time when someone can go on a date.
17, 18, 20, 35! Whenever, you find someone you want to date, is "the right time."
Besides, there is nothing special about going on a date.

Everyone just moves at there own pace, and eventually everything will turn out for the better. Trust me, I thought I was weird waiting almost 6 months after my 1st girlfriend just to hold hands, and we were both in the 8th grade. I was slow my first time and so was she. You just need to take it easy and don't do anything you will regret.

Yes its ok. People nowadays tend to rush things. Just take it slowly and learn from other people's experiences.
