Depends on where you live, the laws are different everywhere. Some HSs will do it immediately.

Feel bad for you, there is NO WAY I would want a HS Vet doing surgery on my dogs.

It does not always matter if your dog is chipped, tattooed, AND tagged. The will S/N ANYWAY!

Neutering eliminates the possability of testicular cancer, but altering ALSO raises your dogs chances of bone cancer (the most prevelant cancer in dogs) by 30%

If a lost animal is unclaimed they will desex the animal before putting it up for adoption. Most shelters have a stray status for 7-10 days, if the animal is unclaimed in this time the shelter will desex the animal and put it up for adoption.
If you don't want your dog desexed and there is a risk of it escaping ensure it has a collar with a council tag for your area, a microchip and an identification tag on its collar with your contact details.
If you are not planning on breeding the dog it is best to have it desexed as this reduces the chance of cancer in the adult dog.

There is no time limit at all. In some states/cities they must neuter/spay ALL animals they take in BEFORE they are returned to their owner.
