I want to upgrade so I can return to the Navy now that I've grown up. I want to get back out there! I know I have to seek a hearing with a review board, but what should I present to them? How do I prove to them that I'm a productive member of society, I stay out of trouble, and I'm a community helper? Do they care to read letters of recommendation? Who should those letters come from?

I'm ex-military and live in the largest military installation in the world.
Being ex-Navy you know exactly where I live.

Forgot about it dude, take your General, Other than Honorable and move on with your life.
If you get injured while on duty now...they will NOT allow you time to even rehab.
If you are not Duty-Ready IMMEDIATLEY FOR DEPLOYMENT....you ain't in and you ain't gonna be in.

They are having SEVERE problems presently, and will not even give you the time of day, certainly not take the time to even give you a hearing.
They won't give active duty personal hearings, let alone a boot.

It's pretty ridiculous, there are plenty of people WILLING to go Active Duty and STAY Active Duty but the cadre simply doesn't have the time or the ability to allow a process like an upgrade of a discharge.

One thing you MIGHT try......try a sympathetic ARMY recruiter.
They are DEPARATE for full time Active Duty bodies.
It wouldn't matter anyway.....they are now pulling SAILORS OFF SHIPS and training them WITH the Army for various "desert security forces".
I kid you not.
Scary business.

You talk to HG Wells, get a Time Machine, go back and don't screw up again. The military isn't big on second chances. Pretty much, you will never get back in, it can not be upgraded or changed for purposes to reenlist. Only the Secretary of the Navy can make the call to let you in if you received an RE Code 4. You may get upgraded to a General, but that's it, and the RE Code (ReEntry Code) will never change.

By the way Peach, we are not desperate in the Army. There are two programs for taking people off the ship. One is Blue to Green where a Sailor (or Airman) dnied retention due to the drawdown can go in the Army and still retire. I watched an Air Force E7 with 15 years (that's fast also) get told to Go Army or ETS. He had a family and a mortgage.

The second reason is to train the Sailors to conduct their own combat patrols. The Army has lost too many Soldiers protecting Sailors on the ground. Do-It-Yourself convoy escorts.

Maybe I can help you but you have to tell me what year you got the bad paper and for what exactly. If you are in the or near the San Francisco Bay Area it would be easier to find out if there is any hope for this endeavor. First, go to the VA, and ask for the form you need to get your Administrative and Medical Records. Two different forms. You need two different forms to get the two records. Go to the Vet Center if you have one in the your area. You can call the VA and get a number for the Vet Center, but you need an advocate, someone on your side. You can write me back and give me the information I need to start with. Dates of Service and exact type of Discharge. I will call a friend Lawyer. Don't get your hopes up to high. Just do it.
