I think my sister is restricting my mother from any communication with our family outside of thier own home for purposes of control. I have been unsuccessful in reaching a site in the Los Angeles area to report this problem

Call your social service department and ask who you should talk to.

Call the Authorities in the County she is in, and keep calling until it is resolved. The local Police or County Police or State Troopers.

Call the cops. This is called false imprisonment, and it is a crime. If your mother is not incapacitated, then the cops should be able to help you. BUT be prepared: then it will be up to you to care for her! Also, go and see her. Take her out to lunch or something, and ask her some questions.
