Why is it so hard for a woman to approach a man that she is attractive to?

Part of it has to do with what's called societal norms. We live in a primarily male-governed society (unfortunately), and due to what started as church or religious doctrines, women who 'made the first move' rather than waiting for the man to do so, were deemed to be strumpets or harlots, as it seemd to remove the male perogative of being in charge.
These days, it should not be so hard. If you are having this problem, then just tell him. At worst, he can only be disinterested, at which point you need to look elsewhere for Mr. Right, for he is not him.
